4th Internal Controls & DCAA Audits Conference

MQ: As the regulatory and audit environment is in constant flux, it is vital that a contractor builds more mature Business System governance programs to ensure they are effectively addressing these ever- changing governmental regulations and oversight. These governance programs should not only address the current state, but should be able to enable proactive continuous monitoring & testing so that controls can be adjusted with emerging regulations and audit trends.

Where is the value in applying a "forward-thinking approach" to compliance & monitoring programs?

MQ: In addition to what I said above, the value of "forward thinking" is stay ahead of the curve. It keeps you in the proactive mode, staying ahead of the issues that contractors will eventually face when DCAA catches up on its audit backlog and starts auditing "real time." Investing in proactive compliance will keep your business systems approved and this will give you a competitive advantage when bidding on future programs.

What advice do you have for someone who is just entering a position such as yours?

MQ: My biggest piece of advice would be communication (internally & externally). Being able to partner and communicate with your internal stakeholders so that you sustain that constant flow of data & information between the parties. This also enables you to emphasize the importance of government compliance to your internal stakeholders.

It is also important to be able to effectively communicate with your external stakeholders (such as DCAA/DCMA/Customers) so that the contractor understands audit objectives & their general approach. It also enables the contractor to understand the government's perspective of current regulatory/audit developments.
